The Comprehensive Plan for the Town of Montross has been prepared with the general purpose of guiding and accomplishing a coordinated, orderly growth, and harmonious development of the town, in accordance with existing and future needs and resources, best promote the health, safety, morals, order, convenience, prosperity and general welfare, as well as efficiency and economy in the process of development.

The Town of Montross also recognizes the role in the protection of state waters, the Chesapeake Bay, and its tributaries. The Plan is intended to carry out the goals of the Chesapeake Bay Preservation Act and has been developed in accordance to the Chesapeake Bay Preservation Area Designation and Management Regulations.
